POSITION PURPOSE:

This position supports the Housing Division of National Church Residences with the day-to-day functions of our property management software, Yardi. This position is responsible for issue resolution including working directly with requestor. A major responsibility is to ensure compliance with the HUD 4350. 3, Section 42 of the Internal Revenue Code, TRACS, EIV, Tax Credit regulations per State Housing Agencies, HOME program, BOND financing, and any other secondary financing.


ESSENTIAL FUNCTIONS AND BASIC DUTIES

1. Resolving issues and coaching for the Housing Division relating to Yardi and TRACS. Issues may be but are not limited to:
a. Yardi workflow
b. Ledger analysis and corrections, from sites and accounting
c. Monthly vouchering of the Hap bill
i. Including HAP rebuilds
ii. Resolving the certification errors as identified by CA
d. Monthly submission of TRACS certification files
e. Resolving daily TRACS errors
f. Working with HUD, sites, and Contract Administrators to resolve certification errors
g. Researching certification data that is pulled into Yardi reports and reviewed on a monthly basis.
h. Monitor sites late recertification's through the post rent and hap process for resolution.
i. Gross rent changes, tax credit utility allowance changes, and portable voucher changes.
j. Repayment agreements
k. Monthly compliance percentage monitoring in Secure Systems
l. Verification that all PRAC vouchers are in Secure Systems
m. Answering HUD and Tax Credit Compliance Questions
n. Verify processing of Accounting month end reports

2. Monthly processing of EIV reports and EIV error resolution

3. Management of day to day TRACS errors.
a. Use and analysis of TRACS data using HUD's Secure Site
b. Daily tracs processing - seal MI/MO files, send PRAC files, check preliminary and final voucher reconciliations.

4. Low Income Housing Tax Credit File Reviews:
a. File reviews are conducted on Tax Credit, HOME, and BOND financed communities. File reviews examine the file for compliance with:
b. Federal Code - Section 42 of the Internal Revenue Code
c. State Law- per the housing agency.
d. Annual anticipated income calculation - per HUD 4350.3
e. Monitor for Set aside - per the regulatory agreement or Land Use Restriction Agreement created because the State Agency and the General Partner.
f. File Reviews occur for two types of files move-in and annual recertification. Once the file has been reviewed, a corrective action for the files is defined for the site. Once the corrections have been obtained by the site, the files will be reviewed again. This process continues until the files are correct and first approved. Final paperwork packets are then uploaded for review.

5. Low Income Housing Tax Credit Reporting:
Residents information generated from certifications are reported to multiple monitoring agencies depending on the guidelines within the regulatory agreements. Reports are required at a Federal level through AOCs, by State Housing Agencies, syndicators, investors or any other funding provider.

6. First Year files the generation of the initial tax credit files.
a. Each files needs to be tracked in a month-to-month certification report and compared with the data in Yardi.
b. A copy of each completed first year needs to be given to the Limited Partner. As the Limited Partner audits the files, a response will be generated. If the response reflects any file errors, then the files need to be corrected and resubmitted until the Limited Partner has no file findings.

7. Monitor sites late recertification's and working file reports for resolution

8. Other Accountabilities:
a. Notify supervisor of all compliance issues that substantially affects the community's performance.
b. Other projects as necessary to assist and improve the performance of the sites
c. Awareness of current and updated handbook, manual, code changes that impact the compliance of affordable housing.
d. Perform other compliance tasks that may be assigned by supervisor that would aid in the compliance for the National Church Residences Housing Division.


PERFORMANCE MEASUREMENTS


ESSENTIAL QUALIFICATIONS, CREDENTIALS AND TECHNICAL SKILLS REQUIRED:
* High School Diploma or GED
* Three years of experience in the Affordable Housing Industry that includes HUD and Low-Income Tax Credit Housing
* Strong knowledge of Tax Credit File Review, TRACS, and EIV
* Yardi knowledge recommended but not required
* Excellent computer skills to include advanced proficiency level with Microsoft Office tools
* Strong organization skills, detail orientation, ability to multi-task
* Exceptional research, problem solving, and customer service skills
* Consistent adherence to high standards of ethical behavior, confidentiality and professionalism
